E-9 Senior Official Meeting

General Information

 

1. Background 

The meeting was organized to follow up of the Seventh Ministerial Review Meeting held in Bali last March 2008 on the Improvement of Teacher Education and Training as a Focus of Educational System Reform. The E-9 Senior Officials Meeting will be organized in the framework of E-9 commitments to reach Dakar Goals and as the recommendation of the Seventh Ministerial Review Meeting in Bali.


2. Objective

As stated in the Bali Declaration of the Seventh E-9 Ministerial Review Meeting, 10-12 March 2008, a Senior Officials Meeting to be organized by the Chair, the Republic of Indonesia, in close cooperation with the Federal Republic of Nigeria. The main objective of this follow up meeting is to discuss build consensus on Teacher Education as a main theme for the programme agenda of the next E-9 Ministerial Review Meeting to be held in Nigeria in 2010 in support of the implementation of the Bali Declaration. Under this objective the Senior Officials meeting would strengthen collaboration among E-9 countries and revitalize South-South cooperation on areas of similar concern among E-9 Countries and to suggest programmes agenda for the HLG Meeting to be held in Oslo, 16 – 18 December 2008.


3. Expected Outcomes

The expected outcomes of the meeting are as follows:

  • To build collaborative programmes among E-9 countries, mainly on TeacherEducation and Training and ICT and ODL in teacher education/training delivery tofacilitate the achievement of EFA goals;
  • Identification and exploration of proposed actions, roles and modalities ofUNESCO and other partner countries in South-South cooperation (beyondteacher training);
  • To build consensus on the necessary future commitment of donors in order toachieve national education goals;
  • To have consensus on the programmes and agenda to be proposed to HLGMeeting;
  • To discuss and agree on the dates, agenda and venue of the next MinisterialReview Meeting to be held in Nigeria in 2010


4. Participants of the Meeting

Participants are Senior Officials of E-9 participating countries, interested donor countries and Funding Agencies as well as UNESCO Officials in charge of Education in the Respective E-9 countries. The deadline of sub meeting nomination is 15 October, 2008.


5. Organizer

The Meeting is organized by the Ministry of National Education of the Republic of Indonesia in cooperation with UNESCO.

6. Date and venue of the Meeting

The Meeting will be held from 22 to 24 October, 2008.
The venue is in Jakarta in the Ministry of National Education, 18th floor of D Building, Jl. Pintu I Senayan, Jakarta.


7. Working language

The working language of the Meeting will be English. All relevant documents and information will be distributed in English.


8. Travel and accommodation

The travel and accommodation costs are to be covered by the participants.

Local transportation will be provided for participants on arrival from the airport to the hotel and on departure from the hotel to the airport.

9. Passport and Visa Requirements, Insurance

All participants should have a passport which is valid for at least 6 months. For more information about visas we invite you to visit the website of the Ministry of Foreign Affairs of Indonesia (http://www.deplu.go.id).  For any other questions concerning entry visas, please contact us. All the participants should also obtain comprehensive travel insurance in their country prior to their departure. 


10. Visa Arrangement

Free visa length of stay maximum 30 days could be issued to participants from the following countries: Brunei, Ecuador, Malaysia, Philippines, Singapore, Thailand, Vietnam and Morocco.

Visa on arrival  length of stay maximum 30 days  could be issued to participants from the following countries: Australia, Bangladesh, Brazil, Egypt, France, Germany, India, Iran, Ireland, Japan, Laos, Latvia, Liechtenstein, Lithuania, Mexico, Norway, New Zealand, Nigeria, The Netherlands, Pakistan, Republic of China, Republic of Korea and United States.

Those who need visa on arrival should provide the organizer the following information:

Name, Sex, Date and Place of Birth, Nationality, Passport Number, Date and Place of Issue and Date of Expiry.

12. Opening Ceremony

 The official Opening Ceremony will take place at 09.00 on Wednesday, 22 October 2008. The participants are expected to wear formal dress during the opening ceremony (long-sleeve batik shirt is considered formal dress in Indonesia).


13. Currency

The currency in Indonesia is the Indonesian Rupiah (Rp); One US dollar is equivalent to approximately Rp 9.000,00 or more (floating exchange rate).

 
14. Climate and Clothing

Indonesia enjoys a tropical climate with 2 seasons. Dry season is from April to October, rainy season from October to March. 25 – 30 degree Celsius.

Clothing: light cotton and silk clothes are most comfortable to wear in this warm climate.


15. Electric Current

The electric current in Indonesia is 220 Volt A/C. Delegates who travel with electric appliances should carry a plug-adapter kit.

E9 BACKGROUND
The E-9 Initiative is an unprecedented education drive launched by the heads of state or government of Bangladesh, Brazil, China, Egypt, India, Indonesia, Mexico, Nigeria and Pakistan. 'E' stands for education and '9' for nine countries. The Initiative took off in New Delhi, India, in 1993 on the occasion of the Education for All Summit of Nine High-Population Countries. The nine countries committed themselves to achieve concrete progress in basic education and reduce population growth rates within a limited timeframe.

The E-9 countries represent half the world's population (some 3.2 billion people). More than 40 per cent of the world's out-of-school children and 70 per cent of the world's illiterate adults live in the nine countries. Any educational advances made in these countries therefore have an immediate effect on the world education picture.

All E-9 countries face high population growth, which constitutes one of the major obstacles for achieving Education for All (EFA). The total population in the nine countries rose from 2.8 billion in 1990 to 3.2 billion in 2000, putting educational infrastructure and funding under severe pressure. The population is projected to further increase to 3.8 billion by 2015.
The Initiative provides a unique opportunity to mobilize high-level political support and financial and technical resources for primary education and literacy programmes. It urges the nine countries to implement action plans that while ambitious, are realistic and capable of being monitored. It also allows the nine countries to compare strategies, results and ways of mobilizing resources.
